
TST was subcontracted by Andersen Consulting to develop the Department of Housing and Urban Development's (HUD) Best Practices Knowledge Management System (BPKMS). The BPKMS had to take vast amounts of data and relay it to clients in a simple straight forward manner. BPKMS needed to be a modular, web-based, time-expenditure focused application that integrated into the existing HUD data warehouse. Security plans coupled with vigorous stress testing was performed to ensure the integrity of the data; system integration was tested in mimic environments prior to being deployed online. Lastly, the BPKMS was submitted for Independent Verification and Validation (IV&V) by an independent contractor before delivery to HUD. The BPKMS system included a web-based user interface and MS SQL database. The system provided a vehicle for public users to create accounts, contribute best practices, receive notifications for incomplete submissions, vote on best practices, conduct full text searches with drill downs, and review knowledge repository documents. Users created profiles to track their submissions, news and prior searches. The BPKMS integrated with three other government systems databases to display all relevant information for the clients' search criteria.
